As I understand it, this type of test was developed for MERS. 

This was not transmissible from person to person, but it was far more dangerous than SARS-Cov2. To treat infected people as quickly as possible, the test had to be highly sensitive. In this test, parts of the viral genome are duplicated in several cycles, 25 cycles are already very sensitive, actually 40 is rather too much, some even go up to 50. But the difference from e.g. 30 to 40 is not 10 times as many, but ~1,000 times.

The test itself may be standard, but the number of cycles is not, this is handled differently in different countries and even in different laboratories. Also whether there are control tests after the first test if the result is positive is handled differently.

China may have defeated its pandemic by testing for different characteristics in each test from the outset. In Germany, afaik only uses the test that can also respond to other corona viruses.
