they are not 'mutually exclusive' events:
F-16s easily reached Israel on afterburners after Il-20 'hiding' / attack... they could have reached Israel JUST before the Il-20 splashed.

Russia appears to have closed the airspace with Israel now, at least according to the MoA article that Zambeezi posted above. Although going by popular opinion on both sides of the fence, nobody believes Russia will actually enforce this.
As for Syria, it now has Lebanons permission to fire at any Israeli plane over its airspace. Looks to me like Israel is hemmed in, whoever has control.
Russia has said it would upgrade defences in Syria following the shoot-down, but I don't know if they meant their own defences or Syrian. I suppose the idea is that Israel won't know until it tries to breach defences the next time.
