So from my understanding, Japan attacked US territory. Of course there was a Naval base.
US occupied Southern Germany and parts of Austria in 1945, but in 1949 the semi-independent Federal Republic of Germany was founded. But I have the suspicion, that there are some areas within Germany, that are permanently occupied by US (like Ramstein). German police has no access to these bases.
Austria was given full independence in 1955.
