My opinion is NO - -this not a Russian offensive.
A Russian offensive will look more like Operation Bagration or Uranus during WWII with 1000's of tanks and armored vehicles per axis advancing very fast and encircling all resistance strongholds over hundreds of km.
What we see so far are just skirmishes, an attrition conflict which I guess has the objective of depleting Ukraine and NATO hardware, as well as studying the Western weaponry in preparation for a larger conflict.

In November and December 2020, the state association dieBasis NRW as well as the Corona Committee and many initiatives will support Sarah Luzia Hassel-Reusing from the Wuppertal City Association in her efforts. At that time, she called for testimony for a criminal complaint at the International Criminal Court in The Hague.

Now it's done: On 26.11.2022 Sarah Luzia – human rights defender within the meaning of UN Resolution 53/144 - filed an international criminal complaint for crimes against humanity due to the corona shock measures in accordance with Article 7 of the Rome Statute (RS) with the International Criminal Court (ICC) in The Hague.

The 720-page criminal complaint contains the result of private, voluntary investigative work in the period from August 2020 to November 2022 with over 600 international witness statements received after the calls. 
In addition to her husband Volker Reusing, Sarah was supported in the evaluation of these witness statements by an internationally cooperating investigation team.

Excerpt from the press release:

"In the context of an extensive and systematic attack against civilian populations, people are killed or seriously injured by: Killing (Art. 7 (1) lit. a RS), extermination (lit. b), deprivation of liberty (lit. e), torture (lit. f), forced sterilization and sexual violence (lit. g), persecution (lit. h), apartheid-like persecution (lit. y/h) and other inhuman acts (lit. can).“

"The crime could take on such a global scale only because various private organizations and networks cooperated internationally to manipulate populations and put or influence decision-makers in key positions in recent decades. 

In addition to the previous criminalistic phenomenon areas such as politically motivated crime (PMK) [3], organized crime (OK) [4] or terrorism (§ 129a StGB) [5], a new phenomenon area emerged: geostrategically organized terrorism (GOT).

For this purpose, the definition of OK, with regard to its ability to influence politics, the media, public administration, the judiciary or the economy, had to be extended by three further elements – social associations, science and medicine. 
The planning of terrorist acts also follows through geostrategic concepts using state structures. 

Although there were ideological and financial influences on people in key positions even before the crime began, the majority of decision–makers, as well as countless ordinary people, were objectively drawn into the acts by forcibly shifting their perception through targeted shocks – supported by the media and sciences and appeals to low motives. 

The criminal complaint, which focuses on the main perpetrators, is directed against more than 400 suspects/accused and unknown perpetrators in internationally distributed crime scenes.“
