The situation is worse than I thought.
(1) No name of such a state is mentioned. This means all states, that were at any time during WW II an enemy of the members of the security council.
(2) I cannot see any hint, that a peace treaty would change this.
(3) The members of the Security Council are called signatory of the or to the present Charter. I have the feeling, that only the original signatories are meant, not states, that have adopted this charter later.

This means not only Germany and Japan are affected, Italy, Hungary, even Slovakia etc. could be affected, if US, UK, Poland (!!!) etc. decide so.

I am presently back in New Jersey, from the Pennsylvania house I inherited when my mom died last November. While I am only three miles due west of the Empire State Building in Manhattan, a trip into the city is not only cumbersome, but quite dangerous nowadays. Crime is very, VERY, bad in NYC.
