Russia will create a firm which will take over all rights and obligations of the Sakhalin Energy Investment Company
amid Western sanctions imposed on Moscow, said a decree signed by Vladimir Putin.

Russia to decide whether foreign shareholders are to remain in the Sakhalin Energy Investment Company,
a consortium for developing the Sakhalin-2 oil and gas project in Russia's far east.

Its shareholders include
Russian gas giant Gazprom (GAZP.MM) (50% plus one share)
Shell (SHEL.L) (27.5% minus one share)
Japanese traders, Mitsui & Co 12.5%
and Mitsubishi Corp 10%

Gazprom will keep its stake, but other shareholders are expected to ask the Russian government
for a stake in the new firm within one month, the decree said.

The government will then decide if the other shareholders will be allowed to keep the stake.
If they are not permitted to keep their stake,
the government will sell their stakes and keep the proceeds at a special account of the shareholder.

Proceeds from this account can be sent to the shareholder
or used to repay unspecified damages under the production sharing agreement, the decree said.

Shell is in talks with a consortium of Indian energy companies to sell its stake in Sakhalin-2, three sources told Reuters in May.

Japan will not leave the Sakhalin 2 project, important for its energy security,
even if asked to leave, the Japanese industry minister said in May.

Representatives of Ecuador's government and Indigenous groups on Thursday signed an agreement
to end 18 days of protests against soaring food and fuel prices.
The mediated talks reached a deal to decrease the price of fuel, among other concessions.
Minister of Government and Policy Management Francisco Jimenez and Indigenous CONAIE leader Leonidas Iza
were among the signatories to the accord, as was negotiator Monsignor Luis Cabrera, the head of the Episcopal Conference in Ecuador.

The compromise foresees a reduction in the prices of both gasoline/petrol and diesel, sets limits to the expansion of oil exploration areas
and prohibits mining in protected areas, national parks and water sources.

The accord provides the government with 90 days to deliver solutions to the demands of the indigenous groups.

The U.S. Food and Drug Administration’s (FDA) vaccine advisory panel on Tuesday voted 19 to 2
to recommend new COVID-19 booster shots that include the Omicron variant this fall.

The FDA’s Vaccines and Related Biological Products Advisory Committee (VRBPAC)
did not issue guidance on whether additional data would be needed to recommend [EITHER]
an updated composition of the primary-series vaccines authorized for emergency use in the U.S.,
or
whether it would be appropriate to continue to use a primary-series vaccine as a booster.

It is the first time VRBPAC committee has suggested vaccine makers modify their vaccines to target a different variant.
It was reported the FDA will likely accept the committee’s recommendation.

If so,
the FDA would be authorizing a vaccine change without requiring additional data
IMPLYING a bivalent vaccine — containing both the original 2019 Wuhan variant and one of the Omicron variants —
is safe and effective for those age groups that are already authorized to receive a booster dose.
