you should think about ISIS (and Al-CIAda) as more of a franchise than a stable organization with clear organizational structure.

franchise - an authorization granted by a government or company to an individual or group enabling them to carry out specified commercial activities, for example acting as an agent for a company's products.

if we go back in the history, I will give you an example from WW2

Operation Greif (English: Griffin) was a special operation commanded by Waffen-SS commando Otto Skorzeny during the Battle of the Bulge in World War II. German soldiers, wearing captured British and U.S. Army uniforms and using captured Allied vehicles, were to cause confusion in the rear of the Allied lines.  Skorzeny's post-war trial set a precedent clarifying article 4 of the Geneva Convention: as the German soldiers removed the Allied uniforms before engaging in combat, they were not to be considered francs-tireurs.https://en.wikipedia.org/wiki/Operation_Greif

Which means that is legal to use deceit in the war.

Private military company (PMC) is an independent corporation that offers military services to national governments, international organizations, and substate actors. And to legally operate, has to obey laws from the country that it is registered in. But, if PMC use a franchise logo (like ISIS) than it is not operating as PMC but as ISIS. And does not have to follow rules of the conflict. Obviously, it is very easy to remove one patch and put in another.

Let us take a completely fictitious example. A private military company is paid to secure oil wells in Syria by some oil billionaire. It deploys in Turkey with patches of PMC and crosses the border into syria. And then changes patches to ISIS and secures an oil well and starts extracting oil and selling it to Israel through turkey. Of course, money from this operation is laundered through the Caribbean offshore accounts.

What is ISIS going to do ? Tell the world, this is not ISIS ? We did not sell them franchise rights ? They are not going to attack PMC because PMC has an air cover from drones that are flying from Persian Gulf states or israel. And to everybody, that oil well is under control of ISIS. After all, they do have patches of ISIS and flag. Then, they are obviously ISIS...

PMCs have sometimes side hustle. They are LARPing as ISIS or Al-CIAda. And are sometimes paid to play that part. Also, no responsibility under law for their actions.

Additionally, US special ops and UK SAS and SBU are using uniforms and flags of ISIS and Al-CIAda when they operate inside their territory. A false flag operation is an act committed with the intent of disguising the actual source of responsibility and pinning blame on another party. This does not mean that ISIS and Al-CIAda is not present in Ukraine. It means that ISIS is more of a make believe organization than an actual organization. ISIS is a false flag operation of Israel and US/UK intelligence and is run by them.
