In Ancient Greece, there were governing meetings (Ecclesia, like parliamentary session). Sobor is the same thing but in Slavic countries. Meaning was changed (altered) in later interpretations, especially under the influence of Christian church. Just like "gay" meant 'carefree', 'cheerful', or 'bright and showy' and the meaning of the word was changed to mean sodomite.
