It looks like it was exercise related incident:
It seems in this case the Noor (C-802) missile launched from Jamaran (76) frigate hit the Konarak (A1403) boat that putting targets and remained too close to the target. The termninal ARH of such missiles after flying to the target area directs the missile at the largest target. pic.twitter.com/k33vdrw3oT
