Individuals close to the Minister of the Treasury Hernán Lacunza said a few days ago about the current measures:

Back in August after the primary elections in which Mauricio Macri was defeated by a larger margin, the Central Bank decided to impose capital controls.

Argentine citizens will now be able to acquire U.S. pegged stablecoins such as DAI, that are widely available in the country through different cryptocurrency exchanges.
The official exchange rate of USD/ARS is currently AR$59.99, however, each DAI (pegged 1:1 to the U.S. dollar) can be acquired for AR$85.
In addition to it, users could also acquire Bitcoin (BTC) and other cryptocurrencies through different platforms.
This gives a glimpse into one facet: the fuckery and debasement of the Argentine fiat currency to 'monetize' their national debt...
and that DEBT is their government acquiring what it CANNOT afford and pledging national assets and future taxes to the foreign debtholders
demanding 'austerity'.
In a word: it is 'living beyond your means'.... NOT the 'people'... the GOVERNMENT extravagance
which INCLUDES all the capitalist cronies/transnational corps who induce the government 'contracts' to buy what they cannot afford.
Multiply this by decades of mismanagement.
