Actually, I don't think, the Turkish announcement is meant to have any real effect. The Turks are only blocking military flights, not commercial flights. The Europeans are blocking all flights. The Turks are not implementing the anti-Russian sanctions. So they can tell the Yankees, that they are doing something.
If Russia really should be blocked on the Southern flank, Azerbaijan and Turkmenistan would need
to join in and block the Caspian Sea. But this would mean, that Russia and Iran would take Baku immediately. Maybe we will see this later.
