My idea for all this shit:

Someone had the "glorious" plan to launch a covert bioweapon attack on China and Iran. In northern Italy there are many Chinese on business (a friend told me), who probably went home on holiday, I don't tink the outbreak there was planned. 

That got out of hand (sorcerer's apprentice!), but in order not to let a good chance go wasted, a state of emergency is declared now - to let it continue afterwards.

I don't think that this was thought through from the start to the end. They may see themselves as gods, I do not.
