No, I remember at a visit in France 1997 I've read they have 8 million Dutch tourists every year. Then I looked up how many Dutch people there are, and back then it were afair less than 13 million. 

Luxembourg for example has less people than the Saarland alone, that means less than 1 million. But many times I saw a AWACS plane of their military flying over eastern Europe.
